METHUEN — The Methuen City Council special meeting failed April 28 to resolve an $850,000 trash-funding gap after a procedural vote to end debate stalled. Councilor Ronald Marsan opposed using Free Cash reserves, contending the city should balance budgets rather than draw down reserves; multiple councilors acknowledged no alternative existed at 85 percent through the fiscal year. Mayor David P.
Beauregard Jr. unveiled a new Sanitation-Zero Waste Coordinator post, Corina Pappalardo, to enforce trash ordinances and cited a 28.4 percent tonnage reduction since 2021. The motion to move the question received 5 yes votes and 1 no vote (Marsan) from six present councilors but failed, preventing a vote on the substantive measure.
