Methuen Conservation Commission approves minor culvert alignment change and defers 168-unit housing project to April. Chair Matthew Davidson and the commission unanimously approved an insignificant change to the Pleasant Valley Culvert Order of Conditions for the Department of Public Works, shifting the waterline from buried to above-ground installation to reduce excavation. The 11 Cross Street multifamily development proposed by CROSSLD QOZB, LLC would construct three buildings with 168 rental units on a former storage yard site and reduce impervious area by 32 percent.
Peer reviewer Maria Johnsenberg of Tighe & Bond requested the continuation to allow wetland-line verification during the growing season. Both the Notice of Intent and Stormwater Permit Application hearings were continued unanimously to April 16.
