METHUEN — City Council unanimously promotes firefighter Langlais to lieutenant. The Council advanced Firefighter Craig Langlais, a 14-year Fire Department veteran, to the rank of Lieutenant, filling a position created by Lieutenant James McLachlan's recent death. Fire Chief Thomas Toto recommended the promotion, citing contractual requirements for proper fire apparatus staffing and the alternative of expensive overtime costs.

Chair Neily Soto questioned proceeding with promotions during budget pressures, but Mayor David Beauregard said filling the budgeted position was necessary for operational requirements. The Council also unanimously accepted minutes from four prior May meetings. An extensive presentation from NFP consultant Ken Lombardi on the city's health insurance program structural deficits prompted substantial public testimony from residents and retirees.
